visitBerlin commissioned a study in 2017 (only available in German), which is the basis for the new Sustainable and City-Compatible Berlin Tourism Plan 2018+ of the state of Berlin. This study was prepared by dwif-Consulting GmbH and Humboldt-Innovation GmbH on the basis of the latest scientific findings.
visitBerlin advised: visitBerlins expertise in international tourism and congress marketing and the HIER IN BERLIN project as well as experience gained through exchanges with other destinations have been incorporated.

Re-start Berlin. 7-point plan for consolidating and developing tourism from 2021/2022 onward
The state of Berlin’s Tourism Plan 2018+ was adopted by the Senate in the spring of that year. At that time, tourism in Berlin was on the upswing as one of the city’s most important economic factors, with growth and visitor figures increasing year on year, and no downward trend in sight.
The situation changed when the COVID-19 pandemic began in March 2020. Since then, tourism around the world and therefore also in Berlin has been in a severe crisis. This crisis poses challenges to the tourism and MICE industry.
The Senate Department for Economics, Energy and Public Enterprises has developed a 7-point plan showing the requirements for action in strategic tourism development for the next twelve to eighteen months that have arisen due to the COVID-19 pandemic. The Berlin Tourism Plan 2018+ continues to form the strategic basis of the city’s tourism policy. However, some of the tasks in it have been reviewed due to the altered circumstances and their timelines and content adjusted or prioritised.

- 4. Access for the tourism industry to funding and training programmes
- 5. Digitisation of the tourism industry
- 6. Support for the meetings, incentives, conferences and exhibitions industry (MICE)
- 7. Raising the profile of the tourism and conference industry and broadening the participation of the local community
Programme "Restart Economy" 2022
On 28 March 2022, the Berlin Senate, together with the Senate Department for Economics, Energy and Public Enterprises and the Senate Department for Culture and Europe, presented the "Neustart Wirtschaft" ("Restart Economy") and "Perspektive Kultur" ("Perspective Culture") programmes. visitBerlin welcomes the funding of extensive restart measures for the tourism and the trade fair and congress business and looks forward to their implementation. For 15 projects, visitBerlin is the lead partner. These include:
• B2C and B2B marketing campaigns that create visibility for Berlin as a travel destination and as a location for trade fairs and congresses.
• a "MICE acquisition" task force that actively acquires potential congresses for Berlin
• setting up a central data hub.
The investment and support programmes are intended to enable industries that were and are particularly affected by the consequences of the pandemic to make a fresh start.
